Altria Takes on! PLUS Nicotine Pouches Nationwide After FDA First

Altria has pulled the trigger on a national retail rollout of its on! PLUS nicotine pouches, marking what the company calls a meaningful step in its long-running pivot away from cigarettes. Wholesale deliveries began March 16, with product reaching participating retailers across the country by March 23.

The expansion follows a limited launch in North Carolina, Florida, and Texas, plus e-commerce availability. On! PLUS is manufactured by Helix Innovations LLC, an Altria operating company that has been quietly building out its modern oral portfolio as the company’s traditional cigarette business continues its multi-decade decline.

An FDA First Worth Noting

The significance here goes beyond distribution breadth. On! PLUS is the first nicotine pouch product to receive authorization through the FDA’s new pilot program designed to accelerate premarket tobacco product application reviews for oral nicotine pouches. The FDA granted Marketing Granted Orders for six on! PLUS SKUs in December 2025 — covering Mint, Tobacco, and Wintergreen flavors in 6mg and 9mg strengths.

In its authorization, the FDA noted that on! PLUS pouches contain lower levels of harmful and potentially harmful constituents compared to traditional oral tobacco products, with no measurable levels of several carcinogenic compounds linked to oral cancer risk in smokeless tobacco users. That regulatory backing distinguishes on! PLUS from the bulk of the nicotine pouch market, which has operated without formal FDA authorization.

A Crowded Race for Share

The national launch puts on! PLUS directly in competition with ZYN (Philip Morris International) and VELO (British American Tobacco), the two brands that have dominated the U.S. nicotine pouch category. ZYN held commanding market leadership through 2025, though the category has seen aggressive promotional pricing that pushed average retail prices down approximately 7% nationally last year.

On! has held roughly 8.7% of the total U.S. oral tobacco category, but its share within the nicotine pouch segment specifically slipped to 15.6% amid competitor discounting. The on! PLUS launch — with FDA backing and proprietary NICOSLIK technology, plus a built-in disposal compartment — is Altria’s bet that product differentiation and regulatory credibility can carve out additional share in a market that now accounts for more than half of all U.S. oral tobacco sales.

For convenience retailers, the message from Altria is clear: premium, FDA-authorized pouches are the next battleground, and shelf space is the prize.
