UAE Legalizes Tobacco-Free Nicotine Pouches to Support Smoking Cessation

The United Arab Emirates (UAE) has approved the legal sale of tobacco-free nicotine pouches, marking a significant regulatory shift aimed at helping smokers transition away from traditional cigarettes. The change comes under a new government resolution that establishes technical standards and safety rules for the emerging nicotine product category.

A New Harm-Reduction Approach

Beginning July 29, 2025, tobacco-free nicotine pouches can be legally sold in the UAE through licensed outlets. The products contain nicotine but no tobacco, delivering nicotine through absorption in the mouth rather than through smoke inhalation.

Health officials say the move is part of a broader effort to support smoking cessation and harm-reduction strategies. Unlike cigarettes, nicotine pouches do not involve combustion, meaning users avoid inhaling tar and other harmful chemicals associated with smoking.

The pouches are small, smokeless sachets placed between the gum and upper lip, where nicotine is gradually absorbed through the oral tissue. Doctors say this delivery method can reduce cravings and withdrawal symptoms that smokers often experience when trying to quit.

Strict Regulations and Safety Standards

The UAE government has introduced strict regulatory controls for the new products. Under the framework:

  • Nicotine pouches can only be sold to adults aged 18 and over.
  • Products must meet quality, labeling, and safety requirements.
  • Health warnings and Arabic labeling are mandatory.
  • Sales are limited to licensed retail outlets or pharmacies.

The regulations also limit marketing practices and require clear disclosure of nicotine content to ensure consumers understand the potential risks.

Potential Benefits and Concerns

Public-health experts note that nicotine pouches may offer a less harmful alternative for smokers who struggle to quit cigarettes. Because the products eliminate smoke inhalation, they may reduce lung-related risks compared with traditional tobacco use.

However, experts also caution that nicotine itself is highly addictive, and the long-term health impacts of nicotine pouches are still being studied. While the products may help some smokers transition away from cigarettes, they do not eliminate nicotine dependence entirely.

Growing Global Interest in Nicotine Pouches

The UAE’s decision reflects a wider global trend toward regulating smoke-free nicotine alternatives, including pouches, vaping products, and nicotine replacement therapies. By legalizing and regulating the products instead of banning them, the country aims to provide smokers with more options to reduce harm while maintaining strong consumer protections.

With regulatory clarity now in place, analysts expect increased interest in the nicotine-pouch market across the Middle East, as both consumers and international brands look to enter the newly regulated category.
